TCEQ Air Permitting and Enforcement: Improving Texas’ Air Quality Through the Sunset Review Process

This report constitutes a comprehensive set of air quality recommendations for the ongoing Sunset Commission review of the TCEQ. The air quality recommendations contained in this report, which cover permitting, general enforcement, penalty policy and compliance history, are the consensus recommendations of Texas' leading environmental advocacy organizations represented by the Alliance for a Clean Texas coalition.

While several recommendations in this report would constitute clear departures from current TCEQ policies or programs, the vast majority of our suggested changes focus on specific and at times even modest reform of current policies or programs that we believe would allow the TCEQ to better execute its mission and improve the level of protection afforded to Texas' environment and public health.
