Do you remember the Plume? It came over our heads from the East side of Houston on a Sunday morning in 2019. This Plume came from the Intercontinental Terminals Company (better known as ITC) in Deer Park when several of their storage tanks caught on fire. This disaster is still under investigation by the U.S. Chemical Safety Board.
Right now, this facility is up for a renewal of their Federal Operating Permit (FOP) which would allow them to continue to operate for 5 years. You have until Friday, September 23 to request a public meeting and submit comments from the Texas Commission on Environmental Quality (TCEQ). Otherwise, ITC may receive their permit without public opposition.
An FOP, though issued by the state agency – TCEQ – is still subject to EPA review and approval as the federal agency sees fit. Earlier this year, the EPA Regional Office for Texas objected to the TCEQ’s rubber stamping the FOP of ITC’s second facility, located just down the road in Pasadena.

¿Usted recuerda en 2019 cuando una columna de humo cubrió la ciudad? Ese penacho de humo se originó al este de Houston y fue causado por un incendio de Intercontinental Terminals Company (mejor conocido como ITC) en Deer Park. Varios de sus tanques de almacenamiento se incendiaron y este desastre sigue siendo investigado por el Consejo de Seguridad Química (U.S. Chemical Safety Board en inglés).
En estos momentos, la planta está pendiente de la renovación de su Permiso Operacional Federal (FOP por sus siglas en inglés), que le permitiría seguir operando durante 5 años. Hasta el 23 de septiembre usted puede subir comentarios sobre el permiso y pedir una reunión pública a la Comisión de Calidad Ambiental de Texas (TCEQ por sus siglas en inglés). Si no pedimos reunión público, el TCEQ no es requerido tener aporte público para pasar el permiso.
Usted tiene hasta el 23 de septiembre para solicitar una reunión pública y presentar comentarios del permiso a la TCEQ, de lo contrario, ITC podrá recibir su permiso sin oposición pública.
El FOP es primero aprobado por la agencia estatal – TCEQ – y al mismo tiempo sigue estando sujeta a la revisión y aprobación de la EPA según lo considere la agencia federal. A principios de este año, la Oficina Regional de la EPA de Texas se opuso a que la TCEQ aprobará el FOP de la segunda instalación de ITC, situada justo al final de la carretera en Pasadena.
Ahora mismo tenemos una EPA que se opondrá a los permisos problemáticos y debemos aprovechar esta oportunidad.
